Would require local boards of education to prescribe mandatory instruction concerning vaping, smoking, and alcohol and other drug use every year, in every grade from kindergarten through grade 12, as determined by the State Board of Education. 

EFFECTIVE DATE:

Course of study as prescribed by the State Board of Education should be ready for implementation no later than September 1, 2020.
