Would prohibit county development authorities in counties which at least 95% of that land area is incorporated into one or more municipalities to acquire title to property, undertake projects, or grant tax abatements without the approval of any board of education or municipality in which such property, project or abatement is located. Will not apply to any agreements entered into prior to July 1, 2020.
