SUMMARY: LC 43 1858
The bill would create the 2021 Special Council on Tax Reform and Fairness for Georgians and the Special Joint Committee on Georgia Revenue Structure.
During 2021 there would be a thorough study of the state's current revenue structure and report the findings to the Speaker and Lt. Governor no later than January 10, 2022. Bills and resolutions from the recommendations would go to the special joint committee.
The Special Council would include:
- 3 economists appointed by the Governor, Lt. Governor, and Speaker
- Governor Brian Kemp
- Nonpartisan fiscal expert jointly agreed to by the minority leaders of the House and Senate
- 2021 chair of the Georgia Chamber of Commerce and the 2021 Georgia state director for the National Federation of Independent Business
- 2 members appointed by the Lt. Governor and 2 by the Speaker
The Special Joint Committee will have 12 members:
- President Pro Tem of Senate and Speaker Pro Tem of House
- Majority leader in each chamber
- Minority leader in each chamber
- Chairs of Senate Finance and House Ways & Means
- 2 members to be appointed by the President of the Senate; one from the majority and one from the minority
- 2 members to be appointed by the Speaker; one from the majority party, one from the minority party
- Chairs of Senate Finance and House Ways & Means shall serve as co-chairs
The code section will be repealed on July 1, 2023
