This is the enabling legislation for proposed constitutional amendment HR 666 

It would allow each local board of a high growth school system by resolution to impose, levy, and collect educational development impact fees within any area of its school system which has had enrollment growth of at least 15 percent over the preceding five year period.

A high growth school system is defined in the bill as one which has experienced an increase in the number of student enrolled of 15% or more over the immediately preceding five-year period. 

Educational development impact fees are defined as fees imposed to pay for a share of the cost of additional educational facilities to serve new growth and development in the same area in which such fees are imposed. 

 

EFFECTIVE DATE:

January 1, 2023 if HR 666 passes by 2/3 in both chambers and is approved by the voters in November 2022
