The bill makes some change to the charter schools statute.  It adds criteria to the definition of a charter school, defines a charter school governing board, requires a semiannual adjustment of the local revenue calculation, allows a student to withdraw without penalty from the local school and enroll in a charter school with available space, and requires each local board to adopt a universal, streamlined transfer process that allows for the transfers in the bill.  It also repeals the currently required Department of Audits annual performance report on state charters that offer virtual instruction
