This is one of several bills this two year session to address dispute resolution in the annexation process.  A study committee last fall issued a number of recommendations that are included in the bill. 

A city must notify the county and any impacted school system within 30 days of accepting a petition of annexation by verifiable delivery. There is no current requirement to notify the school district(s).

Changes to the arbitration system in the case of a county objecting to the annexation are made in the rest of the bill.
