SUMMARY: LC 34 5825ER
The bill is the "Common Humanity in Private Education Act." It is a "divisive concepts bill" for private schools participating in the special needs/504 voucher program. The schools would have to give annual written assurances that the school in no way "directs, promotes, encourages, or compels students to personally affirm, adopt, or adhere to any of the following":
--That any sex, race, ethnicity, color, or national origin is inherently superior or inferior
--That individuals should be adversely treated on the basis of their sex, race, ethnicity, color, or national origin
--That individuals by virtue of sex, race, ethnicity, color, or national origin are inherently responsible for actions committed in the past by other members of the same sex, race, ethnicity, color, or national origin
The schools must also provide written assurances and documents that the school does not segregate students, parents, or employees by color, race, ethnicity, or national origin.
The bill adds a new code section that applies to private schools receiving state or federal funding, those participating in the special needs/504 voucher program, and those participating in an athletic association in which any public school is a member. They would be prohibited from spending funds on any program, curriculum, project, or activity that compels training, orientation, or therapy that directs, promotes, encourages, or compels racial or sexual stereotyping or discrimination as listed in the bill. (Lines 123-150). It continues with other prohibitions and provides the right to bring a civil action against the school.
