HOUSE EDUCATION COMMITTEE SUBSTITUTE:
This bill would amend Chapter 2 of Title 20 of the O.C.G.A. to create the High School Athletics Overview Committee.
The composition of the committee would be 5 Representatives appointed by the Speaker (one of the minority party); 5 Senators appointed by the Lieutenant Governor (one of the minority party).
The committee would have the power to hire staff and call witnesses and require production of documents if the Speaker and Lieutenant Governor concur.
It would prohibit any state funded school from participating in athletics or providing a coach for athletics if that school belongs to the GHSA (or other similar organization), unless they complied with the provisions of this bill.
The authority of the High School Athletics Overview Committee is spelled out in the bill, and it specifically requires GHSA and all similar associations to cooperate fully with the Committee under penalty of law. The Committee would be required to report to the General Assembly on or before January 1 of each year its findings and recommendations based on its review of the GHSA and similar associations.
It would require the Committee to evaluate the performance of the GHSA and similar associations with the following criteria:
1. “Fairness and equity in establishing and implementing its standards; and
2. The promotion of academic achievement and good sportsmanship.”
The Committee would be allowed staff and expenses from the legislative branch of government.
The law would be automatically repealed on July 1, 2016.
