This bill would amend Part 3 of
Article 16 of Chapter 2 of Title 20 of the O.C.G.A. to provide for the care of
students with diabetes. It defines a “diabetes
medical management plan” as a document developed by the student’s doctor that
sets out the health services needed by the student at school and is signed by
the parent/guardian. School personnel (not
necessarily a health care professional) would have to be trained to implement
the plan. A list of training guidelines
required is included in the bill. The
bill would require a minimum of 2 trained school employees at each school where
a diabetic child attends. Bus drivers
would also have to be trained in actions to take in diabetic emergencies. The functions of a school nurse or trained
school personnel are listed, and at least one nurse or trained employee would
have to be on site and available during regular school hours to provide for
diabetic students.
If authorized by the management plan
and the parents/guardians, the student would be able to manage his own
condition and carry the necessary supplies and equipment at all times to do so.
No physician, nurse, school employee
or LEA would carry liability if all guidelines are followed and he/she acted
prudently.
