This resolution calls for an amendment to the Constitution for the General Assembly to provide by law for pari-mutuel betting with the net proceeds to be used solely for educational programs and purposes. The proceeds would be kept in a separate account, and the Governor would make recommendations as to the programs and purposes for which the funds would be appropriated, specifically to include:

1. ·         Scholarships to attend colleges and universities, public and private, and technical colleges;
2. ·         Voluntary pre-kindergarten;
3. ·         Educational shortfall reserves of not less than 10% of net proceeds from the previous fiscal year;
4. ·         Training for teachers K-16 in use and application of instructional technology;
5. ·         Capital outlay projects for educational facilities

However, the first three items would be priority before funding the last two
