SUMMARY: This bill would amend Title 45 to extend liability for ethical conduct and violation of conflicts of interest to all employees as well as board, authority, etc. officers.  It also shifts the reception and investigation of the complaint from the Governor to the State Ethics Commission.  A hearing may be held regarding the matter under the Georgia Administrative Procedure Act.  The Governor retains the right to remove the offender.
