Staff Analysis of the Legislation

SUMMARY:  This bill would amend Article 34 of Chapter 1 of Title 10 to make it illegal for a school system to require the use of an individual’s social security number or birth date (or any portion thereof) as a User ID to computer or software access.

NOTE:  Though school systems no longer use SS numbers for student identification, individual schools may use the students’ birth dates or portions of them, or even the last four numbers of the SS number as ID to get onto computers or into instructional software.  This bill would make that practice illegal.
