Staff Analysis of the Legislation

          This bill would amend Article 4 of Chapter 5 of Title 21 of the O.C.G.A. to prohibit public employees from using government owned or leased computers or telecommunication devices to promote of oppose passage of any legislation by the General Assembly or veto of the same. It would also prohibit the use of e-mail addresses of parents or guardians of students collected by school systems for such a purpose. Legislators and other elected officials would be exempt from the requirement.
