Staff Analysis of the Legislation

            This bill would amend Subpart 1 of Part 6 of Article 17 of Chapter 2 of Title 20 of the O.C.G.A. to provide a change in the state contribution to the State Health Benefit Plan for employees who leave the profession without working until they qualify for retirement. The wording of the bill is confusing, but it seems to be the intent of the author to get a conversation going in the legislature about the fact that the Other Post-Employment Benefit fund has little or no money dedicated to it at present. He also did not intend for it to apply to any employees currently in service. The author and co-signers of the bill are certainly aware that the bill needs work so that it reflects more of the author’s intent, and it may be that the conversation is so viral at this point that there will be no need for legislation.
