Staff Analysis of the Legislation

AS AMENDED:

           This bill would amend Part 15 of Article 6 of Chapter 2 of Title 20 of the O.C.G.A. to require public and private schools and recreation leagues with athletic activities for children under 19 to create return to play policies in cases of concussion or head injuries. Activities at a college or university or instructional activities incident to a nonathletic program in a church or synagogue would not be covered by the bill, but they would be encouraged to establish policies, as well.  The policy would have to include information and risks on concussion and head injury provided to parents, removal of an athlete from participation when symptoms arise and are confirmed by a health care provider, and no return to participation until cleared by the health care provider. Each public recreation league would be required to provide information to parent regarding the nature and risks of concussion and head injury.  Schools and recreation departments would carry no liability for removal or non-removal of an athlete.
