Staff Analysis of the Legislation

 COMMITTEE SUBSTITUTE:

      This bill would amend Article 27 of Chapter 2 of Title 20 of the O.C.G.A. to address loitering at or disrupting schools school safety in several ways:

1.      LBOE’s would be allowed to designate paraprofessionals or other personnel employed as  elementary para-protection officers to provide security in public elementary schools. They would be authorized to possess and carry concealed, law enforcement approved, firearms, tasers and arrest restraints at school, school functions, on transportation, or on school property’ within a school safety zone or school building, at a school function, or on school property or an a bus or ther transportation furnished by the school. To function in this capacity

a.       the parapro would have to have at least five years of experience as a certified, non-administrative law enforcement officer; and

b.      He/she would have to be deputized by a law enforcement agency or school police authorized by the LBOE.

2.       All costs of supplements and training would be borne by the LBOE, and they could provide a stipend for the law enforcement aspects of his/her employment.

Short Note: Allow a Designated LBOE Para-pro carry concealed weapon/provide Security
