Staff Analysis of the Legislation

This bill would amend Article 16 of Chapter 2 of Title 20 of the O.C.G.A. to add a statement that would allow a behavioral correction plan to include periodic attendance with or observation of the student in a classroom situation by the parent. The bill goes on to add another option of the local board to proceed against a parent in court if the parent fails to attend two or more conferences requested by the principal, and it gives the court the option of ordering the parent to volunteer up to 20 hours at the child’s school.

The bill would also require the principal to notify parents if a student receives a failing grade on two consecutive report cards in a subject or course either by telephone or certified mail and to request a conference to address the failing grades. Failure of the parent to attend two or more such conferences could result in proceedings against the parent or referral to DFACS alleging deprivation.
