Staff Analysis of the Legislation

            This bill would amend Chapter 3 of Title 47 of the O.C.G.A. to revise the definition of “teacher.” The new definition specifies that a teacher must have permanent status employed not less than half-time and covers all employees of a public school and a local BOE who are not covered by PSERS. It goes on to list lunch room managers or supervisors, maintenance managers or supervisors, transportation managers or supervisors, and warehouse managers or supervisors who elect to participate in TRS.

            It also includes BOR employees who do not choose and alternative plan, RESA employees, and certified DOE employees who do not choose ERS, and professional and non-professional (removed full-time requirement) personnel employed by the TCSG who do not choose ERS. It would apply to employees of state schools.

            It would eliminate:

·         full-time employees of the Georgia Association of Educators,

·         GHSA,

·         the full-time executive secretary of the Georgia Vocational Association

·         Aides, parapros and clerical staff of RESA’s;

·         University System registrars;

·         Teachers, supervisors of teachers and clerical staff employed by the BOR;

·         All personnel of the Cooperative Extension Service;and

·         Attendance officers employed more than half time after 1992

 in the definition of “teacher” for TRS purposes.
