Staff Analysis of the Legislation

            This bill would amend Article 2 of Chapter 3 of Title 20 of the O.C.G.A. to provide for leadership and service recognition as qualifiers for admission to the institutions of the university system. It would define eligibility as:

1.      Has met the median GPA and entrance exam scores for the class admitted for the preceding fll semester at the institution;

2.      Met the requirements of a Zell Miller Scholar;

3.      Has been a citizen and legal resident of Georgia;

4.      Has applied or intends to apply for admission; and

5.      Has commited to serve in ROTC for entirety of the student’s enrollment.

 

The members of the General Assembly, the Governor, and the Lt. Governor would be able to select such a student annually for designation as a Georgia Leadership and Service Scholar and to offer a written recommendation of that student for use in the admissions process by the institution. Each official nominating could establish methods for application for the Leadership and Service designation.
