Staff Analysis of the Legislation

This bill would amend Code Section 20-2-73 of the O.C.G.A. to establish a peer review committee to make recommendations to the Governor regarding removal of LBOE members. The peer review would take the place of a state board hearing, and the SBOE would have no say in the matter. The LBOE would have to provide written notification to the peer review committee within three days of the SACS notification of pending accreditation loss. Their functions would mimic those currently authorized for the state board of education, but the Governor would have to consult with the peer review committee to appoint replacements if board members were suspended or removed. The peer review committee would be composed of one LBOE member from each of the 14 GSBA districts, elected by their local boards, to serve two year terms.
