Staff Analysis of the Legislation

            This bill would amend Chapter 4 of Title 50 of the O.C.G.A. to require the Department of Audits and Accounts to report to the House and Senate Appropriations Committees before the first day of a regular session all funds received and expended by the executive departments, including DOE. The report would have to include the percentage of federal funds in the departments’ total annual budgets. The Appropriations Committees would review the report and perhaps recommend reduction or elimination of state appropriations for that agency, or take some other action approved by a majority of the committee.

            The bill further requires that during the 2013 interim, the Senate Government Oversight Committee and the House Committee on Governmental Affairs jointly study whether to draft legislation requiring plans from institutions of higher education or public schools [individual public schools implied] should there be a reduction of 5% or more in federal funds to the state agency, higher education or a school, or 25% or more reduction in the federal funds to a state agency, higher education or a school.
