Staff Analysis of the Legislation

      This bill would amend Article 4A of Chapter 2 of Title 20 of the O.C.G.A. to increase parental involvement by issuing parental grades. It would require the SBOE to develop by 2015-2016 rules and regulations regarding a parental investment grading system for collecting and evaluating parental involvement data, but local participation would be optional. It would become part of system and state student performance, but only in aggregate form. The grades would be based upon:

1. Return of correspondence requiring response or signature;

2. Attendance of parents at parent/teacher conferences;

3. Student’s completion of homework;

4. Frequency of student’s tardies and absences;

5. For beginners in Pre-K, kindergarten or first grade, knowledge of colors, shapes, letters and numbers at the beginning of first year’s attendance.

      The data would have to be transferrable from system to system, but it could not be released to any other person or entity. The parental grades would go out with student report cards with a disclaimer that the local system had no discretion in the determination of the letter grade. Local systems could use the data for teacher evaluation and promotion. The state or the LEA could not be held liable for violation of individual rights or for participation in the system.
