This resolution would propose an amendment to the Constitution to prevent either house of the General Assembly from passing any general appropriations Act until both houses have enacted and the Governor has approved an education appropriations Act for K-12 education. The ballot would include “Shall the Constitution of Georgia be amended so as to require that the General Assembly and the Governor increase transparency in education funding and make education Georgia’s first budgeting priority?”
