Amends O.C.G.A. § 20-2-2114 to expempt students from the one your attendance and residency requirement to receive the Special Needs Scholarship if the student is a lawful refugee or asylee as devined by Title Iv of the federal Immigration and Nationality Act and is limited-English proficient.
