SR 287 (Senators Miller-R, Tippins-R, Jeffares-R, Sims-D, Gooch-R and Mullis-R)

This resolution is the Constitutional Amendment necessary to create the Opportunity School District and authorize the state to assume the supervision, management, and operation of public elemetnary and secondary schools which have been determined to be failing through any governance model allowed by law.  This includes the power to receive, control, and expend state, federal, and local funds appropriated as provided by general law.

This proposed amendement to the Constitution of Georgia must pass both the House and Senate by a 2/3's majority to be placed on the November 2016 General Election ballot for consideration by the voters.

The ballot question is specified as follows:

Shall the Constitution of Georgia be amended to allow the state to intervene in chronically failing public schools in order to improve student achievement?
