Staff Analysis of the Legislation

House Bill 183

Chair's Name: Tom Rice

Committee: Motor Vehicles

House Sponsor: Tommy Benton

HB 183 changes a term which is used to refer to cars which are restored using component parts. Currently, the code uses the term salvage or salvaged-repaired. HB 183 would substitute the term rebuilt, which has been previously used to describe these vehicles in the code. The new term rebuilt will now appear on certificates instead of salvaged.

The committee substitute received a Do Pass recommendation from the Motor Vehicles Committee and comes to the House Floor under the Open Rule.

Chairman Rices opinion of this legislation:

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

It redefines terms to be used in the rebuilt car industry and changes how these are identified in regard to title and the car itself

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

The damage to the industry caused when previous legislation identified re-built cars as salvaged cars.
