HB 950 allows cars and motorcycles which are built with manufacturer’s kit or custom-built (as defined in the bill) to be issued a certificate of title. Before a title can be issued, the vehicle’s owner must have the vehicle inspected to verify that there is a Manufacturer’s Certificate of Origin (MCO) and that it complies with emissions standards and other state vehicle safety standards.

Chairman Rice’s opinion of the legislation:
The Department of Revenue stopped issuing titles to “kit car” builders. Owners of that have registered these cars before were not able to do so now. This bill allows that capability subject to federal safety regulations. This also applies to custom built motorcycles
