Staff Analysis of the Legislation

House Bill 969

Chair's Name: Tom Rice

Committee: Motor Vehicles

House Sponsor: John Lunsford

HB 969 seeks to clarify the driver training requirements of Joshua’s Law. This section would allow instruction given in the course of a home study program using curriculum approved by the Department of Driver Services to meet the driver training requirements.

This committee substitute comes to the House Floor under the Open Rule.

Chairman Rice’s opinion of this legislation:

This bill fixes a problem with Joshua’s Law in which homeschool students did not have the capability to get the required certification from their school for completion of the driver education course. This would put homeschoolers on the same footing as other students in getting their drivers licenses.
