Chairman Williams’ Opinion of the Legislation:

This legislation prohibits the governing authorities of a municipality or county from collecting fees on pawn transactions or sale of personal property to a pawnbroker for purposes of resale by the pawnbroker. This legislation is intended to prevent local jurisdiction from imposing an unfair tax on the citizens of a lower economic status.  

This bill comes to the House Floor under the Structured Rule.
