HB 1165 authorizes the Revenue Commissioner to enter into reciprocal agreements to provide reciprocity between Georgia and other states in issuing special license plates recognizing higher education institutions. These agreements must provide that before this state will issue a plate recognizing an out-of-state institution, the other state must agree to issue a plate for Georgia institutions under the same terms. Until a reciprocal agreement is reached, the department cannot issue or renew existing special plates that would now fall under these provisions.

Author’s opinion of this legislation:
Although Georgia citizens have reciprocity opportunities with other states in many areas (tuition, educational institutions, professional licenses, etc.) there is none or very little for car tags for higher education institutions. This bill encourages other states to have reciprocity for supporters of Georgia schools in their states. Research shows that Alabama has no allowance for out-of-state higher education tags. Florida’s provisions are so onerous that it all but forecloses the possibility of out-of-state higher education tags. |
