HB 1281 would keep local governments from imposing more stringent restrictions on outdoor water use during periods of drought than those imposed by the state unless approved by the EPD director. Upon a showing of good cause, an exemption from state restrictions can be granted. The director must render a decision within three businesses days of receipt. The bill also keeps the director from restricting the use of surface water for public, private, or community pools except in specified emergency periods of water shortage.

This committee substitute comes to the Floor under the Modified Structured Rule.

This bill seeks to aide the green industry (landscaping) due to the past year’s drought.
