HR 1 amends the Constitution to allow school superintendents to either be appointed by the board of education (current law) or be elected by the voters within the school system. If a community wishes to elect the superintendent, this change can be made through local legislation.

 

This constitutional amendment comes to the Floor under the Open Rule.

 

Chairman Scott’s Opinion of this Legislation:

This legislation gives voters the possibility of a say in who leads their school system, increasing local control. Each county should have the system of education that works best for its individual needs. An elected superintendent is more accountable to the people.
