HB 30 enables housing authorities to participate in private enterprise agreements where the housing authority has an ownership interest in the housing project.

The bill received a Do Pass recommendation from the Ways & Means Committee and comes to the House Floor under the Structured Rule.

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

This bill broadens language defining what may constitute �Private Enterprise Agreements� relating to housing authorities so as to provide more activities that may constitute participation by authorities in agreements with private entities to provide low income housing developments.

 

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

Enabling agreements between private entities and housing authorities which will allow more quality low income housing projects.

 

THIS LEGISLATION:

         Reduces the Size of Government

Allows housing authorities to participate in these developments without having to own the development, thus allowing for less government involvement in providing low income housing.

         Strengthens the Traditional Family Structure

The bill will provide safer living facilities for low income families with potentially less expense to taxpayers

Senate Changes:

The Senate added language from HB 777 which provides for the consolidation of housing authorities and provides that Code section 8-3-107 will not apply to the consolidation of housing authorities into a designated existing housing authority. Representative Chambers will likely move to agree.
