Staff Analysis of the Legislation

House Bill 79

Chair's Name: Tom Rice

Committee: Motor Vehicles

House Sponsor: Ron Forster

HB 79 exempts certain vehicles from window tinting restrictions. The exemption is extended to vehicles bearing special license plates of government officials, state or local government, and vehicles operated in the course of business by a licensed or registered private detective/security business.

The committee substitute received a Do Pass recommendation from the Motor Vehicles Committee and comes to the House Floor under the Open Rule.

Chairman Rices Opinion of this legislation:

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

This bill addresses the un-intended consequences of previous legislation for window tinting.

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

This legislation prevents unnecessary misdemeanors against foreign ambassadors, state and local officials, and licensed private detectives.

Senate Changes:

The Senate removed the exemption for state legislators. Rep. Forster will likely move to agree with the Senate's changes.
