Staff Analysis of the Legislation

House Bill 151

Chair's Name: Sharon Cooper

Committee: Health & Human Services

House Sponsor: John Lunsford

HB 151 gives legislators the option to fill vacancies on their local hospital authorities through local legislation.

This bill received a Do Pass recommendation from the Health & Human Services Committee and comes to the House Floor under the Open Rule.

Chairman Cooper's opinion of this legislation:

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

This legislation would allow legislative delegations to pass local legislation, which would then provide for changes in the way board members can be appointed to a hospital authority board.

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

Current law gives local governments limited choice as to who is appointed to local hospital boards that are often time subsidized by that same local government.
