HB 366 allows a person who is raising a dog which will be trained to as a guide or service dog to have the same right to have the dog accompany them as a person who is already in the process of training a dog.

This bill received a Do Pass recommendation from the Health & Human Services Committee and comes to the House Floor under the Open Rule.

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

Currently trainers and breeders of Seeing Eye dogs, may not have access to all public facilities, this can present a problem that the dogs may not be adequately trained for their ultimate assignments.

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

To allow breeders and trainers to have full access in public facilities in order to train the dogs to provide the best service possible for the disabled.

Senate Changes:

The Senate added language regarding dog-fighting. The House disagreed with the Senate's changes, ruling the amendment non-germane. The Senate has insisted.
