HR 351 puts together a Joint Study Committee on Fulton County. The committee is to have 16 members, eight from each body. The purpose of the committee is to study the conditions, needs, issues, and uses of the Fulton County government structure, the findings of the Fulton County Blue Ribbon Commission, and to report back to the General Assembly recommended legislation.

This resolution received a Do Pass recommendation from the Intragovernmental Coordination Committee and comes to the House Floor under the Open Rule.

Chairman Rynders opinion of this legislation:

WHAT PROBLEM/OPPORTUNITY DOES THIS LEGISLATION ADDRESS?

HR 351 seeks to create the Joint House/Senate Fulton County Study Committee to examine the governmental structure of and the services provided by Fulton County.  The study committees work would be comprehensive and also include re-examining similar studies previously conducted to determine the best, most efficient government of Fulton citizens.  This legislation was assigned to this committee as a general bill.

WHAT IS THE DRIVING FORCE BEHIND THIS LEGISLATION?

The driving force behind HR 351 is the huge growth in Fulton County over the last twenty years and the resulting enormous changes to county residents.  There has been no similar undertaking relating to Georgias largest county in at least seventeen years.

THIS LEGISLATION:

  • Reduces the Size of Government:

It is possible that study committee recommendations may include streamlining or reducing the size of government in Fulton County.

  • Reduces the Tax Burden on our Citizens:

It is possible that study committee recommendations might reduce the tax burden on Fulton County residents.
