In 2004, HB 237 created the Water Council to work out a statewide water plan. The Council was charged to submit a plan to the General Assembly at the 2008 legislative session for ratification. HR 1022 seeks to ratify the plan which the Water Council submitted on the first day of session.  Detailed information on the plan (prepared by the Natural Resources & Environment Committee) is attached to this report.

 

According to current law, if this plan is not ratified, the Council has until the twentieth day of session to submit additional plans. The General Assembly may also adopt its own statutory plan. If the General Assembly fails to either ratify a plan from the Council or adopt a statutory plan, the last plan submitted before the twentieth day of session will go into effect without legislative action.
