Staff Analysis of the Legislation

House Bill 1041

Chair's Name: Sharon Cooper

Committee: Health & Human Services

House Sponsor: Sharon Cooper

Chairman Cooper’ opinion of this legislation:

This legislation eliminates the designation of graduate nurse, which is obsolete language. Section 2 provides that the Board of Nursing require background checks for new applicants. Also this legislation allows the board to set the criteria for an approved nursing school. This legislation was requested by the Secretary of State.

This bill comes to the House Floor under the Modified Structured Rule.

Further Action

The Senate amendment to HB 1041 changed the language in three places of the bill. The change puts language back in the bill that would allow a nurse education program to be approved by the board.  The House version required the institution to meet criteria established by the board, not necessarily be approved by the board.
