Chairman Ralston’s opinion of the legislation:

This bill provides that an Internet website may resell tickets in the secondary market at any price to an athletic contest or entertainment event if the website operator guarantees a full refund of the amount paid for the ticket under certain conditions. It further provides that with proper disclosure the Internet website will not be liable for refunding reasonable handling fees and delivery charges if such event is canceled.

This bill clears up the ambiguity in the law regarding resale of tickets on internet and makes it consumer friendly. This legislation gives consumers a degree of assurance that they will get a real ticket and not a forgery.

This bill comes to the House Floor under the Modified Structured Rule.
