Staff Analysis of the Legislation

Allows health practitioners to prescribe an opioid antagonist standing order to any governmental or nongovernmental organization, including a law enforcement agency. Correspondingly, the bill authorizes these organizations to distribute the opioid antagonist to certain individuals at risk of an opiate-related overdose, and grants them immunity from any civil or criminal liability for these actions. Recommends an appropriation to increase community-based treatment and recovery services for substance abuse disorders. Makes other changes related to dispensing and tracking opioid prescriptions.
