Staff Analysis of the Legislation

Grants Carteret County and the municipalities within the county the ability to implement regulations related to use of navigable waterways in their jurisdiction. These regulations would be akin to traditional land use regulations, such as size and placement of piers, docks, and other objects in the waterways, prohibitions on habitation of vessels on the water, and environmental protection of the waterways. These regulations would also be similar to traditional traffic safety regulations, such as mooring and speed of vessels. The regulations would not override existing state regulations of similar matters.
