Staff Analysis of the Legislation

As the graph below demonstrates, a population-based board would
dramatically underrepresent Salt Lake County and its municipalities. It should
be entirely based on revenue received. Senator Harper recognizes the issue and
said he would welcome an amendment (note: we did not agree on what that
amendment should be). Moreover, the TF will have 15 members, only 4 of whom represent local government. How can we justify such a breakdown when the State spends $0! on funding UTA? This raises the same issue w/r/t to Senate confirmation. If the State wants to invest its dollars in public transit – something SLCo would support – then perhaps advise and consent makes sense; otherwise, such deference is inappropriate.
