Staff Analysis of the Legislation

The bill says that political subdivisions (that includes cities and counties) cannot prohibit oil and gas operations within their jurisdiction, and the regulations they may place on them must be “commercially reasonable.” Anybody got a good definition of what that means?  Is this going to be a new standard picked up by others for regulating land uses?
