Staff Analysis of the Legislation

This Bill, a modified version of last year's SB 225, aims to clarify the state's gambling laws to prohibit sweepstakes kiosks, fringe-gaming devices. It is estimated that hundreds of sweepstakes kiosks are in gas stations, convenience stores, mini-marts, laundromats, bars, and other locations throughout the state. 

Sweepstakes kiosks resemble slot machines and provide tokens or credits for chance prizes in exchange for cash. These kiosks are often located in a business with a valid business license, so it can be difficult for local authorities to monitor and enforce violations.
