Staff Analysis of the Legislation

Utah Retirement Systems (URS) recommends that the Legislature make administrative and technical amendments to the Utah State Retirement and Insurance Benefit Act. HB 30 encompasses these changes and the Retirement and Independent Entities Interim Committee recommends the Bill.

HB 30 (1) adds a school business official and special district officer to the Membership Council; (2) allows the executive director to consolidate payments at the director's discretion; (3) clarifies that a member may dispute the calculation of the member's benefit, whether a dispute exists between a participating employer and a member or the office and a member; (4) clarifies how URS will determine whether a justice court judge's service is part-time or full-time; (5) clarifies that reitirees in certain systems may choose from six retirement options but may not choose payment of an allowance under a retirement option not applicable to that retiree; and (6) authorizes "Tier 2" as an alternative official system and plan name to "Tier II."
