Staff Analysis of the Legislation

The Secondary Water Metering Requirements Bill proposes to add two sections to the Board of Water Resources & Division of Water Resources Chapter under the Water and Irrigation Code. 

The third substitute bill requires secondary water suppliers (SWS) to meter all new service by April 2020. SWS in counties of the first and second class must meter existing services by 2039. Up to 50% of the cost can be covered by a state grant and 25% of the cost can be covered by a low-interest loan ($10 million a year will be available for loans).
