  • UCA Board

o   Considers issues and information received from the PSA and PSAP advisory committees

o   9 voting members and 2 nonvoting members (chairs of committees)

  • =        Establishes 15-member Public Safety Advisory Committee

o   Reps from chiefs, sheriffs, counties of all classes, public safety communications industry, tribal

  • =        Establishes 9-member PSAP Committee

o   Makes reccs regarding UCA operations and policies; 911 division and division strategic plans; operation, maintenance, and capital development of the public safety communications network; UCA admin rules relative to the 911 division and interoperability division; development of minimum standards and best practices

o   UCA may not expend these funds or the prepaid wireless 911 service charge revenue to a PSAP that does not participate in the public safety communications network and radio communications service.

  • =        Upon dissolution of UCA, all funds revert to the state (not the members)

=                   No public entity may allow a 911 communications to be redirected to any network other than to the 911 emergency service network after July 1, 2019

  • =        Counties were supposed to conduct an audit by Jan 1, 2018 – now before July 1, 2021 and before July 1 of every fourth year

o   Each county not served by a single physically consolidated PSAP must do a 3rd party audit of each PSAP in the county that addresses how best to provide emergency services in the county and whether the county could provide more cost-efficient service or improve public safety by establishing a single PSAP.

o   County may request reimbursement of up to $60,000 for the audit from the 911 Emergency Services Account

  • =        Statewide 911 emergency service charge to fund the 911 emergency service account

o   Increases the 911 service charge on each access line in the state from 9 cents per month to 25 cents per month beginning July 1, 2019.

o   Increases prepaid wireless 911 service charge from 3.30% of the sales price per transaction to 3.7% and changes distribution of revenues.
