Bill directs rulemaking establishing methods for conducting a water loss audit, process for validating a water loss audit and standards for submitting a water loss accounting report. Bill defines “water loss” and requires publication of annual water loss accounting reports and interim reports. Bill establishes education programs on the method of conducting a water loss audit and creating a plan for water loss control.
