This bill applies the Lobbyist Disclosure and Regulation act to a person who lobbies local officials and education officials. The bill also defines "foreign agent," requires a foreign agent to register as a foreign agent, and requires the lobbyist name tag to indicate that an individual is a registered foreign agent. 

The bill clarifies that a local official may travel to and attend meetings sponsored by organizations representing only local interests. The bill clarifies that education officials may travel to and attend meetings sponsored by a public school, charter school, to an organization that represents only public or charter schools.
